The Constitution of Malawi, under the Bill of Rights, specifies that "gender equality is the principle for policy formulation", and some sectoral policy documents recognise that the existing gender imbalances dictate that particular attention be paid to gender concerns.
Since Gender is a cross-cutting issue all sectors are stakeholders and have the responsibility to enhance gender mainstrearning into their activities. The UN Agencies and all sectors shall therefore develop ways and practical means of enabling men and women to participate in sustainable and equitable development in their programmes.
The approach is to assist these sectors to adopt gender responsive planning
so that promotion of gender equality and equity in national development
and productive activities take women into account.
