The following areas have been identified for consideration by the workshop. It is expected that a paper will be presented in each area by a participant from an organisation considered to be a major player in the respective area. The paper will provide guidance for group discussions which are expected to yield a more substancial product to be presented at a plenary. Debates on these are expected to yield the major recommendations for formulation of policy, plans and strategies in the respective areas.
